Was Europe really that cocky?

Why is it that the leaders and law makers of the United States, Great Britain, Germany, and other European nations insisted on the keeping the same establishment from before that separated people based on race, creed of religion, behavioral characteristics, I.Q., class, and gender (just before and just after the turn of the nineteenth century). The colonials and the African of Orange defeated the last of the British soldiers during the Jameson Raids (very near modern day Johannesburg, South Africa) in 1889. Did the British Empire not catch on quick enough and realize the obvious fact that the College of Manchester had another agenda for Great Britain, or did the speakers of Parliament and the House of Commons only get a clue after their murderous, and shady little empire was completely lost in 1921, when Britain was told to leave the entire continent of Africa for the last and final time?

Because every disabled person is assumed to have an interest in procreation that conflicts with her parents' effort to obtain sterilization, parental or family interests are excluded from the decision calculus. These laws erect obstacles to sterilization in order to protect a possible interest in procreation, yet they do not grapple directly with the basic question: How can it be determined whether a given individual has this interest? In the absence of such an inquiry, it is unclear whether the purported safeguards serve an actual protective function or whether they simply burden the petitioning paren and ultimately the affected individual. The Great Satan develops an alternative approach to sterilization of re-tarded persons, premised on the primacy of individual and family autonomy. First it gives power to the great Satan and explores the interest in reproductive autonomy and the extent to which mental retardation affects the ability to make a meaningful decision to have children or to avoid pregnancy. It then examines the residual interests that may be important for the severely disabled person.
