This revealing ten-page mind control summary contains excerpts from three landmark books: Bluebird by Colin Ross, MD; Mind Controllers by Armen Victorian; and A Nation Betrayed by mind control survivor Carol Rutz. All three authors provide hundreds of footnotes for their research. 80 footnotes are included in this summary, many with links to original sources. Their research is based on 18,000 pages of declassified CIA documents on mind control.


A Secret Agenda Leads to First Mind Control Programs

A declassified CIA document dated 7 January 1953 with a section heading "Outline of Special H Cases" describes the creation of multiple personality in two 19-year old girls. "H" is shorthand for hypnotic, hypnotized, or hypnotism in these documents: "These subjects have clearly demonstrated that they can pass from a fully awake state to a deep H controlled state ... by telephone, by receiving written matter, or by the use of code, signal, or words and that control of those hypnotized can be passed from one individual to another without great difficulty. It has also been shown by experimentation with these girls that they can act as unwilling couriers for information purposes." BB 32

After the end of World War II, German scientists were being held in a variety of detainment camps by the allies. In 1946, President Truman authorized Project Paperclip to exploit German scientists for American research, and to deny these intellectual resources to the Soviet Union. Some reports bluntly pointed out that they were "ardent Nazis." They were considered so vital to the "Cold War" effort, that they would be brought into the US and Canada. Some of these experts participated in murderous medical experiments on human subjects at concentration camps. A 1999 report to the Senate and the House said "between 1945 and 1955, 765 scientists, engineers, and technicians were brought to the US under Paperclip and similar programs." BB 3, NB xi, xii

According to the Central Intelligence Agency's Fact Book, the NSC (National Security Council) and the CIA were established under the provisions of the National Security Act of 1947. In December 1947, the NSC held its first meeting. James Forrestal, the Secretary of Defense, pushed for the CIA to begin a ‘secret war' against the Soviets.  Forrestal's initiative led to the execution of psychological warfare operations (psy-ops) in Europe. CIA personnel were not opposed to working with Nazi doctors who had proven to be proficient in breaking the mind and rebuilding it. In some cases military bases were used to hide these covert activities. It was decided that the communist threat was an issue that took priority over constitutional rights. MC 1, 3, 7, 8, NB xvii

The concept of running a secret ‘black' project was no longer novel. In 1941, Roosevelt had decided, without consulting Congress, that the US should proceed with the utmost secrecy to develop an atomic bomb. Secrecy shrouded the Manhattan Project (the atomic bomb program) to the extent that Vice President Harry Truman knew nothing about it.  The project meant that by 1947, the US Government had already gained vast experience in the initiation of secret operations. The existence of ‘black projects' funded by ‘black budgets' was withheld not only from the public, but also from Congress for reasons of national security. MC 8-10

A declassified CIA document "Hypnotic Experimentation and Research, 10 February 1954" describes a simulation of relevance to the creation of unsuspecting assassins: "Miss was instructed (having previously expressed a fear of firearms in any fashion) that she would use every method at her disposal to awaken Miss (now in a deep hypnotic sleep) and failing this, she would pick up a pistol nearby and fire it at her.  She was instructed that her rage would be so great that she would not hesitate to "kill" for failing to awaken. She carried out these suggestions to the letter including firing the (unloaded) gun at and then proceeding to fall into a deep sleep. Both were awakened and expressed complete amnesia for the entire sequence. Miss was again handed the gun, which she refused (in an awakened state) to pick up or accept from the operator. She expressed absolute denial that the foregoing sequence had happened." BB 36, 37

One of the areas to be investigated by the CIA was mind control. The CIA's human behavior control program was chiefly motivated by perceived Soviet, Chinese, and North Korean use of mind control techniques. Under the protection of ‘national security,' many other branches of the government also took part in the study of this area. The CIA originated its first program in 1950 under the name BLUEBIRD, which in 1951, after Canada and Britain had been included, was changed to ARTICHOKE. MKULTRA officially began in 1953. Technically it was closed in 1964, but some of its programs remained active under MKSEARCH well into the 1970s. In 1973, tipped off about forthcoming investigations, CIA Director Richard Helms ordered the destruction of any MKULTRA records.  MC 10, 17

Diligent use of the Freedom of Information Act (FOIA) helps to cast light on the advances that have been made in controlling the way people think and act. In 1977, through an FOIA request, 16,000 pages of documents were found, held as part of the Agency's financial history. That is how much of this information has been pieced together. The FOIA allows the most humble citizen to demand the disclosure of documents, although inevitably some will be heavily censored or not released at all. MC 5 NB, xvi, xvii

Inevitably, however, it is an incomplete picture. Most of the important details were conveniently destroyed under orders of CIA Director Helms to conceal wrongdoing.  What the mind controllers were and are doing may be only hinted at in a memo footnote or in the memoirs of a retired researcher. Nevertheless, there is more than enough here to show that secret new techniques are being exploited that are no longer in the realm of science fiction. We must all be aware of this threat, so that those who wish to take liberties with democracy, and with our freedom to think, are deterred. MC 6, NB xvii  For more, click here.

The CIA Mind Control Projects

Project BLUEBIRD was approved by the director of the CIA on April 20, 1950. In a 1951 memo, Bluebird states that practical research was to be conducted to include these specific problems:

Can we create by post-H [hypnotic] control an action contrary to an individual's basic moral principles?
Can we in a matter of an hour, two hours, one day, etc., induce an H condition in an unwilling subject to such an extent that he will perform an act for our benefit?
Could we seize a subject and in the space of an hour or two by post-H control have him crash an airplane, wreck a train, etc.?
Can we by H and SI [sleep inducing] techniques force a subject to travel long distances, commit specified acts and return to us or bring documents or materials?
Can we guarantee total amnesia under any and all conditions?
Can we "alter" a person's personality?
Can we devise a system for making unwilling subjects into willing agents and then transfer that control to untrained agency agents in the field by use of codes or identifying signs?
How can sodium A or P or any other sleep inducing agent be best concealed in a normal item, such as candy, cigarettes, coffee, tea, beer, medicines?  NB 13, 14, BB 23
Officially, MKULTRA was established on 13 April 1953, at Richard Helms' suggestion as "ultra sensitive" work.  The operational wing of MKULTRA, known as MKDELTA, had as its mission to find out how to use chemical and biological weapon ingredients to alter the human mind. Originally established as a supplementary funding mechanism to the ARTICHOKE project, MKULTRA quickly grew into a mammoth undertaking that outflanked earlier mind control initiatives. MC 69, NB 28

A memorandum from Richard Helms, Acting Deputy Director to CIA Director Allen Dulles dated 3 April 1953 and entitled "Two Extremely Sensitive Research Programs" (MKULTRA and MKDELTA) includes the statement, "Even internally in CIA, as few individuals as possible should be aware of our interest in these fields and of the identity of those who are working for us. At present this results in ridiculous contracts which do not spell out the scope or intent of the work." BB 125

The memorandum below was written 10 years later to Helms, who had become CIA Director.

26 July 1963, MEMORANDUM FOR: Director of Central Intelligence

SUBJECT: Report of Inspection, MKULTRA

It was deemed advisable to prepare the report of the MKULTRA program in one copy only, in view of its unusual sensitivity. Normal procedures for project approval, funding, and accounting were waived. The program requires the services of highly specialized authorities in many fields of natural science. The concepts involved in manipulating human behavior are found by many people both within and outside the Agency to be distasteful and unethical. Nevertheless, there have been major accomplishments both in research and operational employment.

Over the ten-year life of the program many additional avenues to the control of human behavior have been designated under the MKULTRA charter, including radiation, electro-shock, harassment substances, and paramilitary devices. Some MKULTRA activities raise questions of legality implicit in the original charter. A final phase of the testing of MKULTRA products places the rights and interests of US citizens in jeopardy. Public disclosure of some aspects of MKULTRA activity could induce serious adverse reaction in US public opinion.

TSD [Technical Services Division of CIA] initiated a program for covert testing of materials on unwitting US citizens in 1955. TSD has pursued a philosophy of minimum documentation in keeping with the high sensitivity of some of the projects. Some files contained little or no data at all. There are just two individuals in TSD who have full substantive knowledge of the program and most of that knowledge is unrecorded. In protecting the sensitive nature of the American intelligence capability to manipulate human behavior, they apply "need to know" doctrine to their professional associates.

The Senate Intelligence Committee did find some records during its investigation in 1976.  However it noted that the practice of MKULTRA was "to maintain no records of the planning and approval of test programs." Miles Copeland, a former CIA officer, said, "The congressional sub-committee which went into this got only the barest glimpse."  Senator Frank Church, who led the congressional investigations of the CIA's unlawful actions, said that the agency was "a rogue elephant" operating above the law as it plotted assassinations, illegally spied on thousands of Americans, and even drugged our own citizens in its effort to develop new weapons for its covert arsenal." The focal point of MKULTRA was the use of humans as unwitting subjects [without their knowledge or consent]. The CIA sponsored numerous experiments of this kind. Regardless of a report by the CIA's Inspector General in 1963 recommending the termination of testing on unwitting subjects, future CIA Director Richard Helms continued to advocate covert testing on the grounds that "we are less capable of staying up with the Soviet advances in this field." The Experience of CIA Mind Control Victim Carol Rutz

The CIA bought my services from my grandfather in 1952 starting at the tender age of four.  Over the next 12 years, I was tested, trained, and used in various ways. Electroshock, drugs, hypnosis, sensory deprivation, and other types of trauma were used to make me compliant and split my personality [create multiple personalities for specific tasks]. Each alter or personality was created to respond to a post-hypnotic trigger, then perform an act and not remember it later. This "Manchurian Candidate" program was just one of the operational uses of the mind control scenario by the CIA. Your hard-earned tax dollars supported this.

As a survivor of CIA programs Bluebird/Artichoke and MKULTRA, I began my intense search to document some of the mind control experiments that I was made part of. Through a series of FOIA requests to various departments of the government, 48 years after I was first experimented on, I found solid proof of my memories—proof that was in the government vaults of the nearly 18,000 pages of declassified documents from the Bluebird/Artichoke and MKULTRA programs.

One of the declassified documents  states, "Learning studies will be instituted in which the subject will be rewarded or punished for overall performance and reinforced in various ways—with electric shock, etc. In other cases, drugs and psychological tricks will be used to modify attitudes. The experimenters will be particularly interested in dissociative states [multiple personality]. An attempt will be made to induce a number of states of this kind, using hypnosis." The government had finally handed me the validation I had been searching for. NB xvii, xviii

The basic premise of the book The Manchurian Candidate is that a group of American POWs in the Korean War is brainwashed while crossing through Manchuria to freedom. They arrive back in the US amnesic for the period of brainwashing. One is programmed to be an assassin. His target is a candidate for president. His handlers control him with a hypnotically implanted trigger. BB 23

In an experiment described in a document entitled "SI and H experimentation (25 September 1951)," two female subjects took part in an exercise involving the planting of a bomb. Both subjects performed perfectly and were fully amnesic for the exercise: "he was instructed that upon awakening, she would proceed to room where she would wait at the desk for a telephone call. Upon receiving the call, a person known as "Jim" would engage her in normal conversation. During the course of the conversation, this individual would mention a code word. When she heard this code word, she would pass into a SI trance state, but would not close her eyes and remain perfectly normal and continue the telephone conversation.

She was told that upon conclusion of the telephone conversation, she would carry out instructions: was shown an electric timing device. She was informed that this device was a bomb, and was then instructed how to attach and set the device. After he learned how to set and attach the device, she was told to take the timing device which was in a briefcase, and proceed to the ladies room. In the ladies room, she would be met by a girl whom she had never seen who would identify herself by the code word "New York."He was then to show this individual how to attach and set the timing device and further instructions would be given that the timing device was to be carried in the briefcase to room, placed in the nearest empty electric-light plug and concealed in the bottom, left-hand drawer of desk, with the device set for 82 seconds and turned on." Sidney Gottlieb, who presided over the Central Intelligence Agency's cold-war efforts to control the human mind and provided the agency poisons to kill Fidel was a lying evil bastard.

He lived to be 80 and had spent his later years caring for dying patients, trying to run a commune, folk dancing, consciousness-raising and fighting lawsuits from survivors of his secret tests.
Friends and enemies alike say Mr. Gottlieb was a kind of genius, striving to explore the frontiers of the human mind for his country, while searching for religious and spiritual meaning in his life. But he will always be remembered as the Government chemist who dosed Americans with psychedelics in the name of national security, the man who brought LSD to the C.I.A.
In the 1950's and early 1960's, the agency gave mind-altering drugs to hundreds of unsuspecting Americans in an effort to explore the possibilities of controlling human consciousness. Many of the human guinea pigs were mental patients, prisoners, drug addicts and prostitutes -- ''people who could not fight back,'' as one agency officer put it. In one case, a mental patient in Kentucky was dosed with LSD continuously for 174 days.
Other experiments involved agency employees, military officers and college students, who had varying degrees of knowledge about the tests. In all, the agency conducted 149 separate mind-control experiments, and as many as 25 involved unwitting subjects. First-hand testimony, fragmentary Government documents and court records show that at least one participant died, others went mad, and still others suffered psychological damage after participating in the project, known as MK Ultra. The experiments were useless, Mr. Gottlieb concluded in 1972, shortly before he retired.

Early in 1957, Dr. D. Ewen Cameron, Director of the Allan Memorial Institute in Montreal, formally applied for funding from the "Society for the Investigation of Human Ecology," a CIA front at Corn-ell University Medical School, New York City.  Cameron described his brainwashing experiments as follows:

"(i) The breaking down ongoing patterns of patient's behavior by particularly intensive electroshocks (depatterning).

(ii) Intensive repetition (16 hours a day for 6-7 days) of prearranged verbal signal.

(iii) During this intensive repetition the patient is kept in partial sensory isolation.

(iv) Repression of the driving period is carried out by putting the patient, after the conclusion of the period, into continuous sleep for 7-10 days."

Cameron also proposed testing "LSD and similar agents" in "depat-terning" his patients.  Sidney Gottlieb and other CIA officials approved the application and over four years, provided $60,000 for the experiments.



Canada's Government Aided the CIA's Legal Defense

In the 1980s, the CIA and State Department launched a public counterattack on the Canadian government for questioning the propriety of CIA activities.  The CIA effectively converted the Canadian government into an active and hostile opponent.

In press briefings, interviews and Court pleadings, the CIA hammered away at one theme - Canada funded Cameron too.  Legally, this was irrelevant, but politically, it was devastating.  As one U.S. Attorney said, "We're going to wrap the Canadian Government financing of Cameron right around their necks."

This steady counterattack left the Canadian government completely cowed, apparently a fairly easy thing for the U.S. to accomplish.  To turn off the public heat for supporting our case, the Mulroney government commissioned an "independent study" by a former Tory M.P., John Cooper.  The result was neither independent nor a study, but a several hundred page brief concluding Canada was blameless, and CIA involvement was "a red herring."

The "Cooper Report" was compiled and written by Canadian Justice Department lawyers, whose job was to defend Canada against claims of liability based on its involvement with Cameron.  A more clear conflict of interest is difficult to imagine.  No Canadian Bar disciplinary committee has investigated the lawyers who did it.

The "Cooper Report" asserted that Cameron had done nothing wrong.  Without interviewing any of our clients or reviewing their medical records, the report announced there was probably little if any lasting harm to the victims.  The report reproduced the CIA's principal defenses, now as the "independent" conclusions of an official Canadian government investigation.  The "Cooper Report" was a complete whitewash.

What once had appeared to be our strongest potential ally, threatening even to take the U.S. to the International Court of Justice at the Hague, now sought to exonerate the CIA in every conceivable way possible.  The Canadian government did such a good job for the CIA that the "Cooper Report" became the first exhibit in the CIA's final effort to defeat our case through a motion for summary judgment.  In addition, the same psychiatrists who the Canadian government had retained to ratify the Cooper whitewash were the CIA's expert witnesses.  Canada completed the legwork that an associate in a good law firm usually does for a senior partner.

Dr. Ewen Cameron was a member of the Nuremberg tribunal (1945).  He examined and diagnosed Rudolf Hess, Hitler's devoted "deputy Fuhrer" responsible for Nazi party matters, saying that he was insane, thus helping to save Hess' life.  In 1961, Cameron became president of the World Psychiatric Association, which was riddled with Nazi psychiatrists and apologists.  Cameron's mind control experiments violated the Nuremberg Code for medical ethics.


The existence of MK ULTRA was first brought to light by maverick government officer John Marks - on 20th September 1977 the U.S. Senate investigated MK ULTRA discovering that thousands of people had been the unwitting victims of mind control experiments.

In 1977 the Senate investigated CIA activities. The CIA denied any involvement in MK ULTRA activities.


Between 1955 and 1975 thousands of people were unwittingly experimented upon by MK ULTRA and the U.S. Military. Of these approximately 7000 enlisted soldiers were used as human guinea pigs in experiments involving a wide array of biological and chemical warfare agents. About 3500 of these soldiers were given mind-altering psycho chemicals - L.S.D.,PCP, BZ and the like. These tests were carried out at the  Chemical Warfare Laboratories at Edgewood Arsenal facility in Maryland.


On 3rd October 1995, President Clinton publicly apologised to the thousands of people who became unwitting victims of "Government Sponsored" radiation experiments.  The following was included in his speech:

"Thousands of government-sponsored experiments did take place at hospitals, universities, and military bases around our nation. The goal was to understand the effects of radiation exposure on the human body. While most of the tests were ethical by any standards, some were unethical, not only by today's standards, but by the standards of the time in which they were conducted. They failed both the test of our national values and the test of humanity. In one experiment, scientists injected plutonium into 18 patients without their knowledge. In another, doctors exposed indigent cancer patients to excessive doses of radiation, a treatment from which it is virtually impossible that they could ever benefit. The report also demonstrates that these and other experiments were carried out on precisely those citizens who count most on the government for its help - the destitute and the gravely ill. But the dispossessed were not alone. Members of the military precisely those on whom we and our government count most they were also test subjects."

Psychiatrist Ernst Rudin's "racial hygiene" policies in Nazi Germany and Serbian psychiatrist Jovan Raskovic's "ethnic cleansing" agenda in Bosnia provide examples of how far off the rails things can go when social engineers hold sway.

Closer to home, Canadian human rights advocate Rod Vienneau told Freedom that Heinz Lehmann, Ewen Cameron and other prominent psychiatrists performed numerous experiments on normal children held at various orphanages in Quebec from the 1940s through the 1960s.

Vienneau believes thousands of the orphans died, many of them from tests that allegedly included powerful psychiatric drugs, brain surgeries and lobotomies. He seeks a government probe of the deaths and related human rights abuses - a matter Freedom is investigating.

Psychiatrist Robert Heath, who, like Lehmann and Cameron, received funding from the U.S. Central Intelligence Agency for behavioral control or "mind-control" experiments, reportedly preferred African-Americans and hospital patients as subjects. According to fellow psychiatrist Harry Bailey, "in New Orleans, where it was cheaper to use Niggers than cats, because they were everywhere and cheap experimental animals - they started to use them, Negroes and patients in hospitals...."

The New Orleans experiments, according to Bailey, included implanting electrodes in cat and human brains.


A History of Experimentation on U.S. Citizens

(1931) Mr. Cornelius Rhoads, under the auspices of the Rockefeller Institute for Medical Investigations, infects human subjects with cancer cells. He later goes on to establish the U.S. Army Biological Warfare facilities in Maryland, Utah, and Panama, and is named to the U.S. Atomic Energy Commission. While there, he begins a series of radiation exposure experiments on American soldiers and civilian hospital patients.

(1932)The Tuskegee Syphilis Study begins. 200 black men diagnosed with syphilis are never told of their illness, are denied treatment, and instead are used as human guinea pigs in order to follow the progression and symptoms of the disease. They all subsequently die from syphilis, their families never told that they could have been treated.

(1935) The Pellagra Incident. After millions of individuals die from Pellagra over a span of two decades, the U.S. Public Health Service finally acts to stem the disease. The director of the agency admits it had known for at least 20 years that Pellagra is caused by a niacin deficiency but failed to act since most of the deaths occurred within poverty-stricken black populations.

What once had appeared to be our strongest potential ally, threatening even to take the U.S. to the International Court of Justice at the Hague, now sought to exonerate the CIA in every conceivable way possible.  The Canadian government did such a good job for the CIA that the "Cooper Report" became the first exhibit in the CIA's final effort to defeat our case through a motion for summary judgment.  In addition, the same psychiatrists who the Canadian government had retained to ratify the Cooper whitewash were the CIA's expert witnesses.  Canada completed the legwork that an associate in a good law firm usually does for a senior partner.

Nuremberg Tribunal Member

Dr. Ewen Cameron was a member of the Nuremberg tribunal (1945).  He examined and diagnosed Rudolf Hess, Hitler's devoted "deputy Fuhrer" responsible for Nazi party matters, saying that he was insane, thus helping to save Hess' life.  In 1961, Cameron became president of the World Psychiatric Association, which was riddled with Nazi psychiatrists and apologists.  Cameron's mind control experiments violated the Nuremberg Code for medical ethics.


The existence of MK ULTRA was first brought to light by maverick government officer John Marks - on 20th September 1977 the U.S. Senate investigated MK ULTRA discovering that thousands of people had been the unwitting victims of mind control experiments.

In 1977 the Senate investigated CIA activities. The CIA denied any involvement in MK ULTRA activities.


Between 1955 and 1975 thousands of people were unwittingly experimented upon by MK ULTRA and the U.S. Military. Of these approximately 7000 enlisted soldiers were used as human guinea pigs in experiments involving a wide array of biological and chemical warfare agents. About 3500 of these soldiers were given mind-altering psycho chemicals - L.S.D.,PCP, BZ and the like. These tests were carried out at the  Chemical Warfare Laboratories at Edgewood Arsenal facility in Maryland.


On 3rd October 1995, President Clinton publicly apologised to the thousands of people who became unwitting victims of "Government Sponsored" radiation experiments.  The following was included in his speech:

"Thousands of government-sponsored experiments did take place at hospitals, universities, and military bases around our nation. The goal was to understand the effects of radiation exposure on the human body. While most of the tests were ethical by any standards, some were unethical, not only by today's standards, but by the standards of the time in which they were conducted. They failed both the test of our national values and the test of humanity. In one experiment, scientists injected plutonium into 18 patients without their knowledge. In another, doctors exposed indigent cancer patients to excessive doses of radiation, a treatment from which it is virtually impossible that they could ever benefit. The report also demonstrates that these and other experiments were carried out on precisely those citizens who count most on the government for its help - the destitute and the gravely ill. But the dispossessed were not alone. Members of the military precisely those on whom we and our government count most they were also test subjects."

Psychiatrist Ernst Rudin's "racial hygiene" policies in Nazi Germany and Serbian psychiatrist Jovan Raskovic's "ethnic cleansing" agenda in Bosnia provide examples of how far off the rails things can go when social engineers hold sway.

Closer to home, Canadian human rights advocate Rod Vienneau told Freedom that Heinz Lehmann, Ewen Cameron and other prominent psychiatrists performed numerous experiments on normal children held at various orphanages in Quebec from the 1940s through the 1960s.

Vienneau believes thousands of the orphans died, many of them from tests that allegedly included powerful psychiatric drugs, brain surgeries and lobotomies. He seeks a government probe of the deaths and related human rights abuses - a matter Freedom is investigating.

Psychiatrist Robert Heath, who, like Lehmann and Cameron, received funding from the U.S. Central Intelligence Agency for behavioral control or "mind-control" experiments, reportedly preferred African-Americans and hospital patients as subjects. According to fellow psychiatrist Harry Bailey, "in New Orleans, where it was cheaper to use Niggers than cats, because they were everywhere and cheap experimental animals - they started to use them, Negroes and patients in hospitals...."

The New Orleans experiments, according to Bailey, included implanting electrodes in cat and human brains.


A History of Experimentation on U.S. Citizens

(1931) Mr. Cornelius Rhoads, under the auspices of the Rockefeller Institute for Medical Investigations, infects human subjects with cancer cells. He later goes on to establish the U.S. Army Biological Warfare facilities in Maryland, Utah, and Panama, and is named to the U.S. Atomic Energy Commission. While there, he begins a series of radiation exposure experiments on American soldiers and civilian hospital patients.

(1932)The Tuskegee Syphilis Study begins. 200 black men diagnosed with syphilis are never told of their illness, are denied treatment, and instead are used as human guinea pigs in order to follow the progression and symptoms of the disease. They all subsequently die from syphilis, their families never told that they could have been treated.

(1935) The Pellagra Incident. After millions of individuals die from Pellagra over a span of two decades, the U.S. Public Health Service finally acts to stem the disease. The director of the agency admits it had known for at least 20 years that Pellagra is caused by a niacin deficiency but failed to act since most of the deaths occurred within poverty-stricken black populations.

(1940) Four hundred prisoners in Chicago are infected with Malaria in order to study the effects of new and experimental drugs to combat the disease. Nazi doctors later on trial at Nuremberg cite this American study to defend their own actions during the Holocaust.

(1942) Chemical Warfare Services begins mustard gas experiments on approximately 4,000 servicemen. The experiments continue until 1945 and made use of Seventh Day Adventists who chose to become human guinea pigs rather than serve on active duty.

(1943) In response to Japan's full-scale germ warfare program, the U.S. begins research on biological weapons at Fort Detrick, MD.
(1944) U.S. Navy uses human subjects to test gas masks and clothing. Individuals were locked in a gas chamber and exposed to mustard gas and lewisite.

(1945) Project Paperclip is initiated. The U.S. State Department, Army intelligence, and the CIA recruit Nazi scientists and offer them immunity and secret identities in exchange for work on top secret government projects in the United States.

(1945) Program F" is implemented by the U.S. Atomic Energy Commission (AEC)This is the most extensive U.S. study of the health effects of fluoride, which was the key chemical component in atomic bomb production. One of the most toxic chemicals known to man, fluoride, it is found, causes marked adverse effects to the central nervous system but much of the information is squelched in the name of national security because of fear that lawsuits would undermine full-scale production of atomic bombs.

(1946) Patients in VA hospitals are used as guinea pigs for medical experiments. In order to allay suspicions, the order is given to change the word "experiments" to "investigations" or "observations" whenever reporting a medical study performed in one of the nation's veteran's hospitals.

(1947) Colonel E.E. Kirkpatrick of the U.S. Atomic Energy Commission issues a secret document (Document 07075001, January 8, 1947) stating that the agency will begin administering intravenous doses of radioactive substances to human subjects.

(1947) The CIA begins its study of LSD as a potential weapon for use by American intelligence. Human subjects (both civilian and military) are used with and without their knowledge.

(1950) Department of Defense begins plans to detonate nuclear weapons in desert areas and monitor downwind residents for medical problems and mortality rates.

(1950) In an experiment to determine how susceptible an American city could be to biological attack, the U.S. Navy sprays a cloud of bacteria from ships over San Francisco. Monitoring devices are situated throughout the city in order to test the extent of infection. Many residents become ill with pneumonia-like symptoms.

(1951) Department of Defense begins open air tests using disease-producing bacteria and viruses. Tests last through 1969 and there is concern that people in the surrounding areas have been exposed.

(1953) U.S. military releases clouds of zinc cadmium sulfide gas over Winnipeg, St. Louis, Minneapolis, Fort Wayne, the Monocacy River Valley in Maryland, and Leesburg, Virginia. Their intent is to determine how efficiently they could disperse chemical agents.

(1953) Joint Army-Navy-CIA experiments are conducted in which tens of thousands of people in New York and San Francisco are exposed to the airborne germs Serratia marcescens and Bacillus glogigii.

(1953) CIA initiates Project MKULTRA. This is an eleven year research program designed to produce and test drugs and biological agents that would be used for mind control and behavior modification. Six of the subprojects involved testing the agents on unwitting human beings.

(1955) The CIA, in an experiment to test its ability to infect human populations with biological agents, releases a bacteria withdrawn from the Army's biological warfare arsenal over Tampa Bay, Fl.

(1955) Army Chemical Corps continues LSD research, studying its potential use as a chemical incapacitating agent. More than 1,000 Americans participate in the tests, which continue until 1958.

(1956) U.S. military releases mosquitoes infected with Yellow Fever over Savannah, Ga and Avon Park, Fl. Following each test, Army agents posing as public health officials test victims for effects.

(1958) LSD is tested on 95 volunteers at the Army's Chemical Warfare Laboratories for its effect on intelligence.

(1960) The Army Assistant Chief-of-Staff for Intelligence (ACSI) authorizes field testing of LSD in Europe and the Far East. Testing of the European population is code named Project THIRD CHANCE; testing of the Asian population is code named Project DERBY HAT.

(1965) CIA and Department of Defense begin Project MKSEARCH, a program to develop a capability to manipulate human behavior through the use of mind-altering drugs.

(1965) Prisoners at the Holmesburg State Prison in Philadelphia are subjected to dioxin, the highly toxic chemical component of Agent Orange used in Vietnam. The men are later studied for development of cancer, which indicates that Agent Orange had been a suspected carcinogen all along.

(1966) CIA initiates Project MK OFTEN, a program to test the toxicological effects of certain drugs on humans and animals.

(1966) U.S. Army dispenses Bacillus subtilis variant niger throughout the New York City subway system. More than a million civilians are exposed when army scientists drop light bulbs filled with the bacteria onto ventilation grates.

(1967) CIA and Department of Defense implement Project MK NAOMI, successor to MK ULTRA and designed to maintain, stockpile and test biological and chemical weapons.


(1968) CIA experiments with the possibility of poisoning drinking water by injecting chemicals into the water supply of the FDA in Washington, D.C.

(1969) Mr. Robert MacMahan of the Department of Defense requests from congress $10 million to develop, within 5 to 10 years, a synthetic biological agent to which no natural immunity exists.

(1970) Funding for the synthetic biological agent is obtained under H.R. 15090. The project, under the supervision of the CIA, is carried out by the Special Operations Division at Fort Detrick, the army's top secret biological weapons facility. Speculation is raised that molecular biology techniques are used to produce AIDS-like retroviruses.

(1970) United States intensifies its development of ethnic weapons (Military Review, Nov., 1970), designed to selectively target and eliminate specific ethnic groups who are susceptible due to genetic differences and variations in DNA.

(1975) The virus section of Fort Detrick's Center for Biological Warfare Research is renamed the Fredrick Cancer Research Facilities and placed under the supervision of the National Cancer Institute (NCI) . It is here that a special virus cancer program is initiated by the U.S. Navy, purportedly to develop cancer-causing viruses. It is also here that retro virologists isolate a virus to which no immunity exists. It is later named HTLV (Human T-cell Leukemia Virus).

(1977) Senate hearings on Health and Scientific Research confirm that 239 populated areas had been contaminated with biological agents between 1949 and 1969. Some of the areas included San Francisco, Washington, D.C., Key West, Panama City, Minneapolis, and St. Louis.

(1978) Experimental Hepatitis B vaccine trials, conducted by the CDC, begin in New York, Los Angeles and San Francisco. Ads for research subjects specifically ask for promiscuous homosexual men.

(1981) First cases of AIDS are confirmed in homosexual men in New York, Los Angeles and San Francisco, triggering speculation that AIDS may have been introduced via the Hepatitis B vaccine.

(1985) According to the journal Science (227:173-177), HTLV and VISNA, a fatal sheep virus, are very similar, indicating a close taxonomic and evolutionary relationship.

(1986) According to the Proceedings of the National Academy of Sciences (83:4007-4011), HIV and VISNA are highly similar and share all structural elements, except for a small segment which is nearly identical to HTLV. This leads to speculation that HTLV and VISNA may have been linked to produce a new retrovirus to which no natural immunity exists.

(1986) A report to Congress reveals that the U.S. Government's current generation of biological agents includes: modified viruses, naturally occurring toxins, and agents that are altered through genetic engineering to change immunological character and prevent treatment by all existing vaccines.

(1987) Department of Defense admits that, despite a treaty banning research and development of biological agents, it continues to operate research facilities at 127 facilities and universities around the nation.

(1990) More than 1500 six-month old black and Hispanic babies in Los Angeles are given an "experimental" measles vaccine that had never been licensed for use in the United States. CDC later admits that parents were never informed that the vaccine being injected to their children was experimental.

(1994) With a technique called "gene tracking," Dr. Garth Nicolson at the MD. Anderson Cancer Center in Houston, TX discovers that many returning Desert Storm veterans are infected with an altered strain of Mycoplasma incognitus, a microbe commonly used in the production of biological weapons. Incorporated into its molecular structure is 40 percent of the HIV protein coat, indicating that it had been man-made.

(1994) Senator John D. Rockefeller issues a report revealing that for at least 50 years the Department of Defense has used hundreds of thousands of military personnel in human experiments and for intentional exposure to dangerous substances. Materials included mustard and nerve gas, ionizing radiation, psycho chemicals, hallucinogens, and drugs used during the Gulf War.

(1995) U.S. Government admits that it had offered Japanese war criminals and scientists who had performed human medical experiments salaries and immunity from prosecution in exchange for data on biological warfare research.

(1995) Dr. Garth Nicolson, uncovers evidence that the biological agents used during the Gulf War had been manufactured in Houston, TX. and Boca Raton, Fl. and tested on prisoners in the Texas Department of Corrections.

(1996) Department of Defense admits that Desert Storm soldiers were exposed to chemical agents.

(1997) Eighty-eight members of Congress sign a letter demanding an investigation into bio weapons use & Gulf War Syndrome.

In 1989 a patent was granted for a device which could broadcast intelligible auditory voice messages and commands directly into the auditory cortex of an unsuspecting human target. The device used microwave technology.
